Summary
The Employment Services Technician (EST) 1 performs a variety of assignments directly related to employment, training, and career development. This position is in an on-the-job training environment where the EST I will learn eligibility criteria, programmatic guidelines, case management functions, and system operations of an Alaska Job Center.
What the work involves
The EST I will job shadow and conduct on-the-job training of an EST I position in the following programs/sections of a job center: • Jobs for Veterans State Grant (JVSG): the primary focus under the JVSG Program is to provide individualized career and training-related services to veterans and eligible persons with significant barriers to employment and to assist employers fill their workforce needs with job-seeking veterans. • The Workforce Investment Opportunity Act (WIOA) and State Training and Employment Program (STEP): the primary focus under the WIOA and STEP program is to provide employment and training services to overcome barriers to employment through the administration of state and federal grant funding. • Business Connections: the primary focus of Business Connection is to assist employers with recruitment strategies. Duties may also include providing a variety of services to customers, to include resume writing, interviewing skills, cover letter assistance, job search assistance, labor market research and career exploration.

Summary
The Wage and Hour Investigator 1 performs investigative duties in a trainee capacity. This position is in an on-the-job training environment where the Investigator 1 will learn the required foundational knowledge of the position’s duties and responsibilities.
What the work involves
Throughout the training phase, the participant will strive to attain knowledge of the Department and its mission, learning basic analysis, investigative and auditing skills. This will be accomplished though task-oriented skill development projects. Successful completion of the investigator 1 training is necessary to perform at the Investigator 2 job class level. The journey level requires fully independent task performance, highly effective working knowledge and proficient skill application in: • Wage and hour statutes and regulations as well as adopted federal regulations; • Identifying and analyzing wage and hour complaints for potential violations; • Maintaining professional interaction with the public; • Demonstrating effective written and oral communication skills; • Demonstrating basic principle of evidence gathering; • Displaying basic proficiency in gathering information from databases and internet resources; • Reviewing and auditing payrolls, financial documentation, and time keeping records; • Demonstrating an understanding of investigative case progression; • Demonstrating knowledge of various wage and hour forms. Training and experience are gained by observation and shadowing with journey-level investigators, one-on-one training experiences, and job- relevant training or seminars; required reading, becoming familiar with the purpose and use of standard and non-standard documents, manuals, statutes, regulations, court rules, and other relevant texts and references; computer and document search; execution of progressive, practical job assignments and tasks, and other training and experience methods and techniques determined appropriate by supervisors and managers.

Summary
This position is in an on-the-job training environment where the Hearing Examiner 1 intern will learn public sector labor relations law, administrative law, case management, and quasi-judicial adjudication processes. The intern will job shadow and conduct on-the-job training of a Hearing Examiner 1 position in the following areas at the DOLWD building on Eagle Street: • How to conduct quasi-judicial administrative hearings. • Legal research and specifically how to resolve legal questions by applying agency decisions and, when appropriate, NLRB decisions, rules, and guidelines. • Conducting elections, investigating unfair labor practices and other petitions that are filed with the Agency. • The tenets of neutrality, the role of mediation in resolving labor relations disputes, and methods of conciliation. Duties may also include providing a variety of services to customers, including providing information, and referrals to other divisions and departments. The training required may be modified depending on the availability of required classes and workshops.
Eligibility
Prerequisite: Graduated from law school and eligible to become licensed to practice law in Alaska or already licensed to practice law.
What the work involves
Hearing Examiner 1 Intern will assist the Alaska Labor Relations Agency in its mission to promote harmonious and cooperative relations in the public sector in Alaska by resolving disputes through a quasi-judicial adjudicative process. The intern will learn public sector labor relations, administrative law, petition and complaint intake and investigation processes, how to conduct an unfair labor practice investigation, how to make unit determinations and conduct a representation election, how to conduct an administrative hearing. The intern will provide support to the Agency as needed including by conducting legal research, assisting the public, writing decisions and briefs, other projects as needed.
