Serves as Defense Chemical, Biological, Radiological, and Nuclear (CBRN) Response Force (DCRF) Command, Control, Communications, Computers (C4) Plans, Operations, Exercise, and Training Planner for Joint Task Force Civil Support (JTF-CS) and C4 planning specialist on DCRF and Defense Support of Civil Authorities (DSCA) for C4 operations and exercise implementation.

What the work involves

Command subject matter expert for joint cyber and C4 planning and execution of two to six annual exercises supports USNORTHCOM and U.S. Army North (ARNORTH) missions. Lead cyber and C4 planner for JTF-CS consisting of live, virtual, constructive architectures in support of up to 5,200 joint warfighters and five task force headquarters and four Incident Support Teams (ISTs). Formulates unique C4 information sharing solutions, exercise tools and materials for operations and exercises as required by current Information Management Plan, JTFCS Battle Staff Guide, Tactical Standard Operating Procedures (SOP), and joint doctrine. Prepares for and attends initial, main, and final planning conferences and leads the communications working groups. Develops exercise After Action Reports (AARs) and facilitates AAR reviews for the J6. Plan/coordinate periodic interoperable communications exercises to include participation in the DoD Interoperability Communications Exercise, with our Federal, State, and Community Partners. Planning efforts involve sensitive and complex major communications capabilities of a national scope, interest, and significance, as well as a number of major Federal, State, and local systems/aerospace operations and exercises. Develop/coordinate/maintain the required Annex Ks to JTF-CS Concept of Operations Plans (CONPLAN), Operations Plans (OPLAN), Campaign Plan, and other plans as required. Reviews and provides recommendations to command level plans and Concepts of Operations (CONOPS). Reviews applicable CONPLANs/OPLANs and CONOPs and prepare Cyber and C4 supportability assessments for the Director. Serves as the command subject matter expert in Joint Cyber C4 systems and interagency communications, and as the J6 representative to the JTF-CS Joint Planning Group (JPG), Future Operations Cell (FUOPS), and Crisis Action Team (CAT). Develops and coordinates the C4 annexes and plans for current and projected operations in carrying out the missions assigned IAW OPLAN 3500, the standing CBRN Consequence Management execution order and other applicable execution orders. Coordinates, reviews, and advises on adjustments to systems, facilities, and capabilities necessary to meet mission requirements. Ensures adherence to current joint instructions and regulations. Works with government agencies, to include Federal Emergency Management Agency (FEMA) and Office of Emergency Communications, and civilian agencies, as well as state and local governments on matters pertaining to C4 system support. Represents the Communications Directorate during C4 conferences and Exercise Planning Meetings (i.e., Sudden Response, Vibrant Response). Acts as a Joint Communications Control Center (JCCC) Operations Officer during all JTF-CS, USNORTHCOM, and ARNORTH sponsored events, exercises and operations. Assimilates events, assesses courses of actions, provides recommendations and executes decisions during deliberate planning or crisis action planning. Controls actions and exercise activities and provides guidance to participants and staff to insure mission accomplishment. Develops, coordinates and presents the bi-weekly JTF-CS C4 Systems Working Group (C4SWG) and policy for joint events or national level operations/actions. Integrates DCRF communicators at all levels of operations and exercises for information sharing, problem identification and crisis resolution. Prepares and presents briefings such as communications status reports (COMSTATs), Situation Reports (SITREPs), Commander's Update Briefings, etc. to all levels of leadership including the Commander, JTF-CS, lnteragency, and combined working groups of telecommunications subject matter experts. Will be required to represent the J6 at meetings, working groups, conferences, etc. Manages internal and external taskings for the J6 directorate. Provides JTF-CS coordination on Authorized Service Interruptions (ASI) and determine the impact on JTF-CS C4 systems. Propagates ASI information inside and outside the command as required to ensure the entire Command is aware of any potential impacts. When deployed, supports restoral of the DCRF communications infrastructure, facilitates the recovery of systems and applications, and coordinates Federal communications support to response efforts during incidents requiring a coordinated Federal response. Serves as a member of the Joint Planning Group (JPG), Crisis Action Team (CAT), Future Operations (FUOPS) Cell, and may deploy as a member of the 1ST to facilitate JTFCS/DCRF C4 Operations support in contingency situations. Serve as the Director's subject matter expert on Joint C4 Training of JTF-CS J6 personnel. Serve as the Command's subject matter expert on joint cyber and C4 training requirements. Oversee the Directorate C4 training program to ensure successful execution of assigned missions and joint mission-essential tasks. Track/monitor training accomplishment for the Directorate. Prepare annual Director's training guidance for exercises and training events. Develop and coordinate the J6 portion of the Joint Training Plan. Coordinate with combatant commands, JTFs, and interagency partners to develop and explore training opportunities and courses to meet J6 training requirements. Maintain the J6 training database in accordance with command guidance. Document planning and programming decisions/recommendations in appropriate formats to meet JTF-CS, USNORTHCOM and ARNORTH requirements. Identifies nonstandard or emerging C4 operational requirements, assesses impact on assigned programs, and develops recommendations. Analyzes problems created by the incompatibility of future programs and initiates corrective action. Relying on available data, searches a variety of sources to select the information appropriate to the task, taking care to verify the relevancy, adequacy, sustainability, attainability, accuracy, and completeness of the information and recommendations. Serves as JTF-CS J6's Joint C4 Equipping and Force Development expert. Provides critical input and validation on the development of Joint Mission Essential Equipment Lists (JMEEL) to accurately characterize the equipping requirements for units identified to support DCRF operations. Develops the technical tasks to manage DCRF equipping Operational Needs Statements (ONS) using the Joint Capabilities Requirements Manager (JCRM). Recommends modifications to equipment on the Requirements Documents and Authorization Documents such as the Modified Table of Organization and Equipment (MTOE). Provides input and validation to the Joint Operations Planning and Execution System (JOPES) to obtain Time-Phased Force Deployment Data (TPFDD) for headquarters planners. Creates, sources, refines, and executes TPFDD's to accomplish USNORTHCOM, ARNORTH and JTFCS missions for all C4 capability requirements supporting DCRF operations and exercises.
